The Behavioral Health Administration (BHA)
The Behavioral Health Administration (BHA) is housed within the Department of Human Services, and is designed to be the single entity responsible for driving coordination and collaboration across state agencies to address behavioral health needs. The BHA is instrumental in achieving the State’s vision to have a comprehensive, equitable, accessible, affordable, and effective continuum of behavioral health services that meets the needs of all people in Colorado in the right place, at the right time, to achieve whole person health and wellbeing.

Colorado Association of Families and Children’s Agencies (CAFCA)
CAFCA is the alliance of agencies committed to providing quality care, leadership, and accountability in services to children, youth and families across Colorado. Member agencies represent a broad continuum of trauma-informed services for child welfare, juvenile justice, homeless youth, education, behavioral and mental health, residential care and related services for children, youth and families who have experienced trauma, instability and adversity. CAFCA agencies offer best practices and trauma-informed services that provide safety, stability and healing leading to better life-long outcomes.
Colorado Department of Public Health and Environment (CDPHE)
The Colorado Department of Public Health and Environment serves Coloradans by providing public health and environmental protection services that promote healthy people in healthy places. Public health professionals use evidence-based practices in the public health and environmental fields to create the conditions in which residents can be healthy.

Colorado Fingerprinting is a premier Colorado Bureau of Investigation (CBI) approved fingerprinting provider offering CBI fingerprint processing for employment and licensure; Fingerprint cards for other states, Federal purposes, ATF and other non-CBI purposes; FBI background checks for living, working or traveling in other countries, record challenges and other other court related purposes; Colorado legal name change, Florida Livescan processing, FINRA and more.
Colorado Bureau of Investigation (CBI)
The members of the CBI have identified our focused commitment to the concept that we are at our best when supporting the criminal justice system and the community through leadership and excellence in investigations, forensic laboratory services and the management of information. We are passionate about fighting crime, promoting safety, and managing information to enhance justice and improve the quality of life throughout Colorado. We are also acutely aware that in order to succeed in our mission, we must build and nurture relationships and partnerships with local communities, as well as establish and maintain effective communication with the Office of the Governor and the Colorado Legislature.
Colorado Department of Education (CDE)
CDE provides services and support to boards of cooperative educational services (BOCES), early learning centers, state correctional schools, facility schools, the state’s libraries, adult/family literacy centers, and General Education Development (GED) testing centers reaching learners of all ages. CDE operates the Colorado Talking Book Library which provides support for people who have vision, print, and reading disabilities.
Colorado Department of Health Care Policy and Financing (HCPF)
HCPF oversees and operates Health First Colorado (Colorado’s Medicaid program), Child Health Plan Plus (CHP+), and other public health care programs for Coloradans who qualify.
Under HCPF, the Children’s Habilitation Residential Program (CHRP) Waiver provides services for children and youth who have an intellectual or developmental disability and very high needs. Their needs for support put them at risk of, or in need of, out-of-home placement. Waiver services help children and youth learn and maintain the skills needed to live in their communities.

Division of Youth Services (DYS)
The CDHS Division of Youth Services (DYS) provides for the care and supervision of youth committed by the District Court to the custody of CDHS. DYS operates 15 secure youth centers that serve youth between the ages of 10-21 who are pre-adjudicated or committed. In addition to residential programming, DYS administers juvenile parole services throughout Colorado
Department of Regulatory Agencies (DORA)
DORA’s Division of Professions and Occupations licenses over 50 professions, occupations and businesses in Colorado.
Fostering Colorado (FC)
Foster Colorado (FC) is a statewide membership association of private child placement agencies licensed by the State of Colorado Department of Human Services. The association’s objectives are to improve the systems of foster and adoptive care by advancing practices that ensure the health, safety, and wellbeing of children; improve outcomes and supports for children and their caregivers; and align public and private foster care regulations and practices to ensure fairness and equity.
FC member agencies represent a common goal, to provide each child in foster care the highest quality of care.
Regional Accountable Entities (RAE)
Regional Accountable Entities, or RAEs, are new organizations in Health First Colorado, Colorado’s Medicaid program.
