This document is intended to help guide agencies in developing a Trauma-Informed Care Model and will be used by the Colorado Department of Human Services- Office of Behavioral Health in scoring each
agency’s model.

The Interstate Compact on the Placement of Children (ICPC) is a law that has been enacted by all 50 states, the District of Columbia and the U.S. Virgin Islands. This law establishes orderly procedures for the interstate placement of children and fixes responsibilities for those involved in placing the child.

The Colorado Department of Human Services’ goal is to keep children and youth with their birth families. However, there are certain situations in which that is not possible or in the best interest of the child or youth. In those situations, we seek adoptive families for children and youth in foster care. There is always a need for kinship and foster families, especially for sibling groups and teens.

The State Department is authorized to hear and decide three kinds of appeal or waiver requests by applicants or licensees: hardship appeals in this rule set, also referred to as hardship waivers, and stringency appeals,, according to the following procedures. For purposes of Section 7.701.13, a county department of human/social services that certifies foster homes under § 26-6- 106.3, C.R.S., is a “licensee”.
